If a person is killed or exiled from the Jedi whether by choice or by order, the highest rank they can have when they return is Knight until they are remastered by the Council.

There's already a system in place regarding that, Kensh. However, I appreciate your idea and thank you for your help with the Jedi Order. ^_^
If a trained person left the Jedi willingly, then they are a Knight from the time they return to the time the council promotes them to Master.
If that person was exiled by order, then the Council's gotta decide whether you can even be allowed to come back, and then that person is a Knight until the Council decides to Master the person.
If a person wants their character dead by choice, then its Knighthood upon reincarnation...if that person wants to bring back that character.
If a person was killed without their consent, they retain the rank they had when they died unless between death and reincarnation the Council decides otherwise.
