I do not think that it should always be the most popular choice for Council members, but the strongest that should lead. If you do not have the strongest in control, then you have very little impact on the Jedi and many will not follow you. So here is what I prepose.
A Knight who has been around for a minimum of 2-3 months or a Master can issue a challenge to a Council member who isn't fulfilling their end of the power. They were put there to lead, not talk. If you are not going to lead, then you need to step up. The Council member challenge should then be approved by 2/4 of the Council and the one who is challenged has no say. If approved, the one challenged must face the person and if they lose, forfeit their position to the victor.

An addition, the person challenged as 10 days to answer the challenge (unless a really goo reason). If it takes more than this, it shows they are too inactive to be there anyway and therefore stripped of the power.

I hate to tell you this and burst your semi-dark little bubble, but the Jedi are NOT the Sith. We are NOT the Ring of Blood. Only Sith lead by strongest. Jedi lead by Democracy. The Council is SUPPOSED to vote on issues pertaining to the Order. That's WHY it's a Jedi COUNCIL. When a majority of the Council agrees on something, that something becomes the solution to a problem being debated.
Democracy is debating and voting on topics. An example of how Democracy runs is the Congress of the United States of America. Congress doesn't work by strength. They vote on issues and that issue is passed when a majority agrees.
